In this October edition of our HUD-REAC newsletter, I will be discussing the deficiency Missing/Damaged Shingles associated with the Inspectable Area: Exterior
- Definition from HUD Federal Register
- Shingles are missing or damaged, including cracking, warping, cupping and other deterioration
- A square is 100 square feet
Important to Note!
- It is extremely important to note that “a square” is equivalent to 100 square feet. This is a roofing term! Many inspectors mistakenly view “1 square” as “1 square foot” – see below for the different Levels of Deficiency
- By “Shingles” – HUD means any roofing material: tile, metal, slate, etc. Flat roofs have their own deficiency category.
- Deficiency Levels
- L1: Up to 1 square of surface material or shingles is missing or damaged from roof areas you survey
- L2: 1 to 2 squares of surface material or shingles are missing or damaged from surveyed roof areas
- L3: More than 2 squares of shingles are missing or damaged from surveyed roofing areas
***When a L1 states “Up to 1 square” – it means “Up to 100 square feet” (picture in your head 10 feet by 10 feet). A L2 is “100 to 200 square feet!” ***
***If the unit directly under this damage is inspected, and a water stain on the ceiling is observed – the Exterior: Roofs: Missing/Damaged Shingles deficiency should be DELETED and only the Level 3: Units: Ceiling: Water Damage/Stains should be recorded due to the “Cause and Effect Rule.” (Page 11 of the Compilation Bulletin)***
