June’s Newsletter discusses 4 major announcements HUD has recently made!
ANNOUNCEMENT #1
NSPIRE-V compliance has been extended another year – until October 1, 2025!
The official notice as well as an announcement in the Federal Register is forthcoming, however you can read the email sent by Richard J Monocchio, Principal Deputy Assistant Secretary here: NSPIRE-V Compliance Date Extended to 10/01/25
There is, however, 1 error in the email which will reportedly be corrected before it is published in the Federal Register. The error is the compliance date – it should read December 29th, 2024. This is applicable to Multifamily as well, of course – the email only directs PHAs because the letter’s focus is the Voucher programs.
ANNOUNCEMENT #2
HUD has put in writing (finally) that hardwired smoke alarms will NOT be required to have a back-up battery. However, it’s a REALLY good idea to have one because if there is a power outage, it will not work. Additionally, one of the first things the fire department does when there is a fire is to shut off the power…thus with no back-up battery on hardwired smoke alarms, the smoke alarms would not work!
Battery-operated smoke alarms will have the following requirements ENFORCED by December 29th, 2024:
- 10-year, non-rechargeable, nonreplaceable primary batteries
- Batteries must be sealed, tamper resistant and contain a way to silence/hush
- Most provide notification for persons with hearing loss as required by NFPA 72
Unfortunately, #3 above is obviously vague…and the code isn’t much better:
The best advice I can give is to contact your local Fire Marshall and ask what your local requirements are based on the type of building and occupancy you have!
ANNOUNCEMENT #3
When you’re reading the NSPIRE Standards, WORDS MATTER!!! Sometimes the words are subtle, so you have to be on guard.
If you’ve attended my training, you know that when we discuss the Smoke Alarm Standard, there are a few requirements…and a few suggestions.
ANNOUNCEMENT #4
This may not come as a surprise, but the conversion from IMS/PIC to HIP has been delayed. As to how long – we’re not sure yet. Here is the letter: Delay conversion to HIP dated 6/17/24
