Deficiencies in Site: Parking Lots/Driveways and Roads

URGENT:

Federal Register – Site: Parking Lots – Driveways – Roads

  • 2 Deficiencies are in this inspectable area:
  1. Cracks/Settlement/Heaving/Loose Materials/Potholes
    • Damaged pavement greater than ¾”, cracks, settlement, hinging/tilting, loose materials, potholes, or missing sections that affect traffic ability over more than 10% of the property’s parking lots/driveways/roads
    • Repaired/Sealed cracks are NOT a deficiency
    • Relief joints are there by design – they are not cracks
    • Consider the capacity to support the handicapped
  2. Ponding
    • If it has rained more than 1/10 of an inch in the last 2 days – consider the impact on the area of ponding.
    • Note this deficiency ONLY if there is clear evidence that the ponding is a persistent or long-standing problem

Cracks/Settlement/Heaving/Loose Materials/Potholes

  • Anything you DRIVE ON will be considered in this category – it can be asphalt, paver stones, concrete, etc.
  • There is no Level 1 deficiency option
  • For a Level 2 scored deficiency, more than 10% of the paved area must be damaged!
  • There is an additional note in the Federal Register, “Note a deficiency if you see cracks on more than 10% of the paved area.” It is safe to assume all cracks (regardless of width) can be considered a deficiency but only scored against your overall score if it’s 10% or more of the total square footage.
  • Note there is no mention of damage to curbs or parking blocks/wheel stops – any damage to those should be recorded under the non-scoring H&S-Hazards/Other section.

 

***Any time a trip hazard is recorded, a Level 3 for Parking Lots/Driveways/Roads can also be recorded as well. I call this a “Double-Ding” – points for the trip hazard (5 ish) and points for the damage (7.5 at the max).

 The definition for a L3 is: “Damaged pavement has made a parking lot/driveway unusable/impassable or creates unsafe conditions for pedestrians and vehicles.”***

 

Ponding

  • Water or ice has accumulated in a depression on an otherwise flat plane.
  • Deficiency definition:
    • L2 – Between 1 and 3 inches of water/ice has accumulated affecting the use of 5% or more of the parking lot/driveway/road
    • L3 – More than 3 inches of water/ice making 5% or more of a parking lot/driveway/road unusable or unsafe
  • Water/ice physically has to be there in order to record this deficiency
