December HUD-REAC Newsletter: Housekeeping/Hoarding and what REAC inspectors do NOT inspect!

Do we lose points for resident’s poor housekeeping or hoarding?

  • Although REAC inspectors are trained not to inspect poor housekeeping, there are a few deficiencies that are directly caused by poor housekeeping or hoarding conditions!
  • What will NOT be recorded during the inspection:
    1. Smoke/dirt/grease on ceilings and walls
    2. Graffiti anywhere in the unit
  • What WILL be recorded during the inspection:
    1. Excessive resident personal belongings that prevent their means of egress
    2. Anything that prevents the use of the emergency pull cord (Call-For-Aid)
    3. Anything heavy blocking the breaker panel that cannot be moved easily
    4. Stained carpeting (applicable to Level 1 only and very low scoring)
    5. If the poor housekeeping conditions cause an infestation
    6. If mold/mildew exists, it is a Health & Safety over 1 square foot
    7. Some inspectors will record a Health & Safety for sewer odor regardless of the actual source
    8. Health & Safety can be recorded for excessive garbage indoors or outdoors (patio)
    9. Trip hazards – but they do not deduct points in Common Areas and Units ONLY (big points on Site and Elevators)

Non-Inspectable Items for both Common Areas and Units

  • Blinds/Shades – although the #1 tenant complaint, inspectors cannot record damaged blinds/shades
  • Missing/Damaged light fixture covers – this is a deficiency for HQS inspections but not for REAC …unless sharp edges could harm someone
  • Leaking laundry tub faucets
  • Damaged/Missing shelves, drawers, handles or light bulbs in refrigerators
  • Damaged/missing laundry washers and dryers – the only deficiency recordable is for the dryer exhaust
  • Missing kitchen sink sprayers – they are only evaluated for leaks
  • Water heater insulation or earthquake strapping
  • Smoke/Grease/Dirt on ceilings and walls
  • Low voltage wiring (phone, cable, fire alarm panels, etc)
  • Aluminum foil in the oven or on top of the stove – NOT a deficiency for REAC! This is in the Compilation Bulletin!
