{"id":4603,"date":"2019-09-15T19:57:35","date_gmt":"2019-09-15T19:57:35","guid":{"rendered":"https:\/\/c4n6.com\/site\/?p=4603"},"modified":"2019-12-10T19:58:06","modified_gmt":"2019-12-10T19:58:06","slug":"nspire-national-standards-physical-inspection-real-estate","status":"publish","type":"post","link":"https:\/\/c4n6.com\/site\/nspire-national-standards-physical-inspection-real-estate\/","title":{"rendered":"NSPIRE (National Standards for Physical Inspection of Real Estate)"},"content":{"rendered":"<h2 align=\"center\"><\/h2>\n<p>In this September edition of our HUD-REAC newsletter, I\u2019d like to discuss HUD\u2019s NSPIRE Model Demonstration.<\/p>\n<ul>\n<li>NSPIRE is expected to overhaul HUD\u2019s 20-year-old inspection process!\n<ul>\n<li>Will allegedly be a 2-year Demonstration (most likely longer)<\/li>\n<\/ul>\n<\/li>\n<li>HUD will inspect approximately 4500 properties from a pool of nationwide volunteers who are willing to adopt the new physical inspection standards.<\/li>\n<li>The GOAL is to design a new simplified inspection system that more accurately reflects the physical conditions within housing units and to place a greater emphasis on LBP (lead-based paint) hazards and mold.\n<ul>\n<li>Prioritizing health, safety and functional defects over those about appearance.<\/li>\n<\/ul>\n<\/li>\n<li>Proposed plan: Rule of 3\u2019s:\n<ul>\n<li>3 Types of Inspections\n<ol>\n<li>Property Owner\/Agent (POA Self Inspections<\/li>\n<li>REAC Contracted Inspections<\/li>\n<li>HUD QA (Quality Assurance) Inspections<\/li>\n<\/ol>\n<\/li>\n<li>3 Categories of Deficiencies \u2013 Resident Focused\n<ol>\n<li>Health &amp; Safety<\/li>\n<li>Function &amp; Operability<\/li>\n<li>Condition &amp; Appearance<\/li>\n<\/ol>\n<\/li>\n<li>3 Inspectable Areas \u2013 Complexity Reduced\n<ol>\n<li>Unit (worth 50% of score)<\/li>\n<li>Inside (worth 25% of score)<\/li>\n<li>Outside (worth 25% of score)<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<\/li>\n<li>Website where you can volunteer to participate in demonstration AND provide Feedback on the Standards they have currently released:\n<ul>\n<li><a href=\"https:\/\/www.hud.gov\/program_offices\/public_indian_housing\/reac\/nspire\">Linked here.<\/a><\/li>\n<li>Benefits to participating:\n<ul>\n<li>Scores are advisory \u2013 only one inspection!<\/li>\n<li>Can participate in focus groups, listening sessions, conference calls and training sessions on policies and procedures<\/li>\n<li>Your feedback will help HUD shape this new inspection model \u2013 Direct line to HUD!<\/li>\n<li>Taking advantage of free training opportunities including how to use the inspection software.<\/li>\n<\/ul>\n<\/li>\n<li>Eligibility Criteria\n<ul>\n<li>Willing to annually inspect 100% of your units and submit electronically to HUD \u2013 will NOT be scored!<\/li>\n<li>Willing to schedule a mutually agreed inspection date with the HUD inspector (not subject to 2-week rule under this Demo)<\/li>\n<li>Your feedback will help HUD shape this new inspection model \u2013 Direct line to HUD!<\/li>\n<li>Know that a QA could possibly visit for a reinspection if conditions warrant<\/li>\n<li>If your most recent REAC was scored between 60-70, your property will be considered on a \u201ccase by case\u201d basis.<\/li>\n<li>Agree to participate in focus groups, listening sessions, conference calls and training sessions<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>HUD has recently posted 65 new Standards and is requesting feedback from you!\n<ul>\n<li><a href=\"https:\/\/www.hud.gov\/program_offices\/public_indian_housing\/reac\/nspire\/standards\">Linked here.<\/a><\/li>\n<li>Many of these items aren\u2019t even currently inspected (like Grab Bars)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>In this September edition of our HUD-REAC newsletter, I\u2019d like to discuss HUD\u2019s NSPIRE Model Demonstration.
