\u00a0Never has it been more important to appeal REAC scores than it is now.\u00a0 This is a brand-new program of which none of the inspectors are well-trained.\u00a0 In fact, HUD does not expect to roll out an NSPIRE training program for the inspectors for another 2 years!<\/p>\n<p><strong><u>Eligibility<\/u><\/strong><br \/>\nYou are only eligible to appeal if:<\/p>\n<ol>\n<li>You failed your REAC inspection (scored under 60)<\/li>\n<li>You are trying to change your inspection frequency<\/li>\n<\/ol>\n<p>90+ = inspection is in 3 years<br \/>\n80-89 = inspection is in 2 years<br \/>\n79 and below = inspection is in 1 year<\/p>\n<p><strong><u>How Do I Know What To Appeal?<\/u><\/strong><br \/>\nIf you are not very familiar with NSPIRE\u2019s Standards, this could be difficult to figure out.<br \/>\nSo\u2026send me your scored report! \u00a0Just open the report, click Print to PDF and email it to me.<br \/>\n<em>For free<\/em>, I will do a quick analysis to see if you have a case.\u00a0 I will let you know which items can be appealed and then give you a choice:<\/p>\n<ol>\n<li>I can tell you what to say and the evidence you\u2019ll need to upload to HUD<\/li>\n<li>I can send you a proposal if you\u2019d rather I do the appeal for you<\/li>\n<\/ol>\n<p><strong><u>How Do I Submit the Appeal to HUD?<\/u><\/strong><br \/>\nThis can be tricky&#8230;there is a 10-step process that has to be followed to the letter.<\/p>\n<ol>\n<li>You must submit the appeal online and YOU ONLY GET ONE CHANCE TO GET THIS RIGHT!!!<\/li>\n<li>You must also email a copy of the items you appealed to <a href=\"mailto:NSPIRERegulations@hud.gov\">NSPIRERegulations@hud.gov<\/a> and your Account Executive at the local HUD office.<\/li>\n<\/ol>\n<p>You have 45 days from the day the score was released to appeal \u2013 but it\u2019s simpler just to double check the due date under SalesForce.<br \/>\nIn <a href=\"https:\/\/hud.my.site.com\/NSPIRE\/s\/login\/?startURL=%2FNSPIRE%2Fs%2Finspection%2FExAM_Inspection__Inspection__c%2F00B3d000000tAQcEAM%3Ft%3D1700601369467\">SalesForce<\/a>, just click on your inspection number, scroll down until you see Appeals and the due date will be listed there.<br \/>\nHUD recently published a PDF on the 10-step process which you can download here: <a href=\"https:\/\/www.hud.gov\/sites\/dfiles\/PIH\/documents\/Appeals%20Guidance%20for%20POAs%20and%20PHAs_Draft_update_30JUL24.pdf\">Technical Review Guidance<\/a><\/p>\n<p><strong><u>Are There Any Negative Repercussions to Appealing?<\/u><\/strong><br \/>\nAbsolutely not!\u00a0 The inspector will never know you appealed, and HUD encourages appeals and feedback.\u00a0 HUD is still listening to all your concerns with this new program.<br \/>\nIn fact, there will be a major update to the NSPIRE Standards by mid-2026 so email HUD at <a href=\"mailto:NSPIRE@hud.gov\">NSPIRE@hud.gov<\/a> all of your feedback whether it be positive or negative (don\u2019t forget to let them know how ridiculous it is to inspect <strong><u>unturned<\/u><\/strong>, vacant units in Multifamily Housing \u2013 see my <a href=\"https:\/\/c4n6.com\/site\/blog-post\/hud-nspire-october-newsletters-waitvacant-units-can-be-inspected-on-multifamily-properties\/\">October Newsletter &#8211; Vacant Units<\/a>)!<\/p>\n<p><strong>Other Resources<\/strong><br \/>\nHUD has videos and PDFs at this site on how to appeal and how to close out H&amp;S deficiencies.<br \/>\n<a href=\"https:\/\/www.hud.gov\/program_offices\/public_indian_housing\/reac\/nspire\/toolkit\">NSPIRE Toolkit<\/a><\/p>\n<p>To subscribe to this free monthly newsletter and read newsletters you may have missed, click here: <a href=\"https:\/\/c4n6.com\/site\/hud-pre-reac-inspections\/hud-assist-blog\/\">C4N6 Newsletter Registration and Archive<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>February\u2019s Newsletter topic is about Appeals.\u00a0 You should absolutely appeal!
