{"id":6444,"date":"2024-10-16T21:19:11","date_gmt":"2024-10-16T21:19:11","guid":{"rendered":"https:\/\/c4n6.com\/site\/?post_type=blog_post&#038;p=6444"},"modified":"2025-02-28T09:49:17","modified_gmt":"2025-02-28T17:49:17","slug":"hud-nspire-october-newsletters-waitvacant-units-can-be-inspected-on-multifamily-properties","status":"publish","type":"blog_post","link":"https:\/\/c4n6.com\/site\/blog-post\/hud-nspire-october-newsletters-waitvacant-units-can-be-inspected-on-multifamily-properties\/","title":{"rendered":"HUD NSPIRE October Newsletters: Wait\u2026Vacant Units Can Be Inspected On Multifamily Properties?!"},"content":{"rendered":"<p><span data-contrast=\"auto\">In October\u2019s Newsletter, I will be discussing the outrageous vacant unit protocol and its impact on the NSPIRE program.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">First &#8211; a quick update to my <\/span><a href=\"https:\/\/c4n6.com\/site\/blog-post\/hud-nspire-september-newsletter-deficiencies-that-start-scoring-october-1st\/\"><span data-contrast=\"none\">September Newsletter<\/span><\/a><span data-contrast=\"auto\"> about deficiencies that were supposed to start scoring as of October 1<\/span><span data-contrast=\"auto\">st<\/span><span data-contrast=\"auto\"> 2024, HUD <\/span><b><span data-contrast=\"auto\">decided they will remain non-scoring until October 1, 2025<\/span><\/b><span data-contrast=\"auto\">!<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\">\u00a0<\/span><b><span data-contrast=\"auto\">Vacant Unit Policy<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The same vacant unit policy from UPCS was just recently released in the <\/span><a href=\"https:\/\/www.hud.gov\/sites\/dfiles\/PIH\/documents\/NSPIRE_Inspection_Protocol_Guide.pdf\"><span data-contrast=\"none\">NSPIRE Inspector Protocol and Guidance<\/span><\/a><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\"> <img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-6482\" src=\"https:\/\/c4n6.com\/site\/wp-content\/uploads\/2024\/10\/Picture1.png\" alt=\"\" width=\"784\" height=\"354\" \/><\/span><\/p>\n<p><span data-contrast=\"auto\">There is 1 mention of a vacant unit policy in the NSPIRE Final Rules:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\"> <img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-6483\" src=\"https:\/\/c4n6.com\/site\/wp-content\/uploads\/2024\/10\/Picture2.png\" alt=\"\" width=\"628\" height=\"61\" \/><\/span><\/p>\n<p><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">**Notice that last line \u2013 that REAC is seeking comments on this practice?\u00a0 PLEASE email <\/span><\/b><a href=\"mailto:NSPIRERegulations@HUD.gov\"><b><span data-contrast=\"none\">NSPIRERegulations@HUD.gov<\/span><\/b><\/a><b><span data-contrast=\"auto\"> and\/or <\/span><\/b><a href=\"mailto:NSPIRE@HUD.gov\"><b><span data-contrast=\"none\">NSPIRE@HUD.gov<\/span><\/b><\/a><b><span data-contrast=\"auto\"> and convey your opinion on the practice of inspecting <\/span><\/b><b><span data-contrast=\"auto\">unturned<\/span><\/b><b><span data-contrast=\"auto\"> vacant units.**<\/span><\/b><span data-ccp-props=\"{&quot;335551550&quot;:2,&quot;335551620&quot;:2}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">So, what exactly is the problem?\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The issue that every deficiency in an unturned unit will be cited.\u00a0 Under UPCS it wasn\u2019t really a big deal because the Unit had a score cap of about 2 points.\u00a0 There are NO score caps in NSPIRE!!!<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">I just finished an appeal for a property that lost 14 points in 2 vacant units.\u00a0 I know of another property that lost 28 points in 1 vacant unit. Remember, if you lose 30 points or more in the Unit Inspectable Area &#8211; you fail the inspection with a score of 59!\u00a0 Inspecting vacant units is ridiculous!\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Every deficiency under NSPIRE is considered a Health &amp;
