{"id":6443,"date":"2024-09-16T21:09:05","date_gmt":"2024-09-16T21:09:05","guid":{"rendered":"https:\/\/c4n6.com\/site\/?post_type=blog_post&#038;p=6443"},"modified":"2025-01-22T14:45:50","modified_gmt":"2025-01-22T22:45:50","slug":"hud-nsprire-september-newsletter-deficiencies-that-start-scoring-october-1st","status":"publish","type":"blog_post","link":"https:\/\/c4n6.com\/site\/blog-post\/hud-nsprire-september-newsletter-deficiencies-that-start-scoring-october-1st\/","title":{"rendered":"HUD NSPRIRE September Newsletter:  Deficiencies that Start Scoring October 1st\u00a0"},"content":{"rendered":"<p><strong>September Newsletter:<\/strong><\/p>\n<p>Deficiencies that Start Scoring October 1st<\/p>\n<p>September\u2019s Newsletter discusses the deficiencies that will begin scoring on October 1<sup>st<\/sup>\u2026and the deficiencies that will remain non-scoring \u201cfor the foreseeable future!\u201d<br \/>\nClick here to see all the NSPIRE Standards and their deficiencies: <a href=\"https:\/\/www.hud.gov\/program_offices\/public_indian_housing\/reac\/nspire\/standards\">NSPIRE Standards<\/a><br \/>\nClick here to read the Final Scoring Notice from 07\/07\/23: <a href=\"https:\/\/www.federalregister.gov\/documents\/2023\/07\/07\/2023-14362\/national-standards-for-the-physical-inspection-of-real-estate-and-associated-protocols-scoring?utm_medium=email&amp;utm_source=govdelivery\">NSPIRE Final Scoring Notice<\/a><\/p>\n<p><strong><u>Deficiencies that remain NON-SCORING in all applicable inspectable areas <\/u><\/strong><\/p>\n<ol>\n<li><strong>Carbon Monoxide Alarms and Detectors \u2013 ALL deficiencies<\/strong><\/li>\n<\/ol>\n<p>These remain \u201cLife-Threatening\u201d and must be repaired\/corrected within 24 hours (or communicated to HUD why you need additional time) \u2026but are NOT SCORED.<\/p>\n<ol>\n<li value=\"2\"><strong>Smoke Alarms and Detectors \u2013 ALL deficiencies<\/strong><\/li>\n<\/ol>\n<p>Same as CO Alarms \u2013 these will stay Life-Threatening but <u>not<\/u> scored against the property. Battery-only (not hard-wired) smoke alarms will have to be 10-year, tamper-resistant, sealed batteries and contain a way to hush\/silence by December 29<sup>th<\/sup>, 2024.If a hard-wired smoke alarm is missing, there is a chance that the exposed wires could be cited AND scored thanks to a webinar training approximately a year ago\u2026although this was not HUD\u2019s intent.<\/p>\n<ol>\n<li value=\"3\"><strong>Call-for-Aid \u2013 ONLY Deficiency #1, \u201cSystem is blocked, or pull cord is higher than 6 inches off the floor.\u201d<\/strong><\/li>\n<\/ol>\n<p>Both deficiencies listed under the Call-for-Aid Standard are considered Life-Threatening, but only Deficiency #1 is not scored. Deficiency #2, \u201cSystem does not function properly\u201d is absolutely scored and is often mistakenly clicked on by inspectors. Deficiency #2 should only be cited in the following scenarios:<br \/>\n<img loading=\"lazy\" decoding=\"async\" style=\"border: 0px; width: 600px; height: 200px; margin: 0px;\" src=\"https:\/\/mcusercontent.com\/09ba5c1c1015b2f3c02e52ae8\/images\/a04093c6-e616-f02e-c280-06058241d57b.png\" alt=\"A white paper with black textDescription automatically generated\" width=\"600\" height=\"200\" border=\"0\" data-file-id=\"3030739\" \/><\/p>\n<ol>\n<li value=\"4\"><strong>Handrail Standard \u2013 ONLY Deficiencies #1 and #4 are not scored: \u201cHandrail is missing\u201d and \u201cHandrail is not installed where required.\u201d<\/strong><\/li>\n<\/ol>\n<p>The other 2 deficiencies, \u201cHandrail is not secure\u201d and \u201cHandrail is not functionally adequate\u201d will continue to score at the Moderate H&amp;S level.<br \/>\nAdditionally, there is no requirement to install a handrail where the inspector believes it is required. It is the ONLY deficiency out of all the Standards categorized as a N\/A under Units.Under the Inside and Outside inspectable areas, it is listed as a Low H&amp;S\u2026but there is no requirement to install the handrail per the 35-page \u201cComplementary Document\u201d to the NSPIRE Rule here: <a href=\"https:\/\/www.hud.gov\/sites\/dfiles\/PIH\/documents\/6086-N-05%20NSPIRE%20Standards%20Notice%206-8-23.pdf\">Inspection Standards &#8211; 35 page Supplemental Document<\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"border: 0px; width: 600px; height: 238px; margin: 0px;\" src=\"https:\/\/mcusercontent.com\/09ba5c1c1015b2f3c02e52ae8\/images\/1eb7a48c-b34e-0189-c27a-37c901f3cd01.png\" width=\"600\" height=\"238\" data-file-id=\"3030740\" \/><\/p>\n<p><strong><u>Deficiencies that START SCORING 10\/01\/24 <\/u><\/strong><\/p>\n<ol>\n<li><strong>Door \u2013 Fire Labeled Standard \u2013 All 7 Deficiencies<\/strong><\/li>\n<\/ol>\n<p>To be cited as a Fire Labeled Door, a tag\/plug must be on the door or frame. If unable to determine if a tag\/plug is present (missing or painted over), and one other door along the egress path has a fire tag\/plug, then the door will be considered fire labeled.<\/p>\n<ol>\n<li value=\"2\"><strong>Electrical \u2013 GFCI or AFCI \u2013 Outlet or Breaker Standard \u2013 Deficiency #3, \u201cAn unprotected outlet is present within 6 feet of a water source.\u201d<\/strong><\/li>\n<\/ol>\n<p>Up until now, this deficiency was cited but not scored \u2013 primarily to give properties time to comply with this expensive requirement.\u00a0 I have fully analyzed this deficiency in a few previous Newsletters.\u00a0 Click here to read them: <a href=\"https:\/\/c4n6.com\/site\/blog-post\/hud-nspire-august-newsletter-nspire-standard-appeals-corrected-sample-size-chart-gfci-info\/\">August 2024 Newsletter<\/a> and\u00a0 <a href=\"https:\/\/c4n6.com\/site\/blog-post\/hud-nspire-january-newsletter-nspire-standard-electrical-gfci-or-afci-outlet-or-breaker\/\">January 2024 Newsletter<\/a><\/p>\n<ol>\n<li value=\"3\"><strong>Guardrail Standard \u2013 both deficiencies.<\/strong><\/li>\n<\/ol>\n<p>Both deficiencies are Life-Threatening and can be cited in all 3 inspectable areas. Any time you have a drop of 30 inches or more, the inspector will be evaluating whether you need to have a guardrail installed. Please note: this also includes the balusters connected to the handrail for staircases.<\/p>\n<ol>\n<li value=\"4\"><strong>HVAC Standard \u2013 Deficiencies 1, 2 and 7<\/strong><\/li>\n<\/ol>\n<p>Instead of looking them up, the bottom line is if your heater is not working \u2013 it will be scored at the Life-Threatening level. MAKE SURE YOU REPLACE ALL THE BATTERIES ON THE THERMOSTATS PRIOR TO INSPECTION! There is nothing in writing by HUD allowing you to change the thermostat battery on the day of inspection.<\/p>\n<ol>\n<li value=\"5\"><strong>Lighting \u2013 Interior Standard \u2013 Deficiency #3, \u201cAt least one (1) permanently installed light fixture is not present in the kitchen and bathroom.\u201d<\/strong><\/li>\n<\/ol>\n<p>I cannot imagine any property other than historical housing will have an issue with this deficiency.<\/p>\n<ol>\n<li value=\"6\"><strong>Minimum Electrical and Lighting Standard \u2013 At least two (2) working outlets are not present within each habitable room OR at least one (1) working outlet and one (1) permanently installed light fixture is not present within each habitable room.<\/strong><\/li>\n<\/ol>\n<p>The 4 habitable rooms are: Living room, Bedroom, Dining Room, and Kitchen<br \/>\nKeep in mind that HUD defines a \u201cworking outlet\u201d as one that allows the user to SAFELY access power. This means that the inspectors will have to be able to gain access to the outlets to test them with their circuit tester! Units subject to hoarding may have a difficult time providing access to 2 outlets (if there is no permanent light source) so please start informing your residents immediately!
