{"id":6384,"date":"2024-08-23T23:51:25","date_gmt":"2024-08-23T23:51:25","guid":{"rendered":"https:\/\/c4n6.com\/site\/?post_type=blog_post&#038;p=6384"},"modified":"2025-01-22T10:32:05","modified_gmt":"2025-01-22T18:32:05","slug":"hud-nspire-august-newsletter-nspire-standard-appeals-corrected-sample-size-chart-gfci-info","status":"publish","type":"blog_post","link":"https:\/\/c4n6.com\/site\/blog-post\/hud-nspire-august-newsletter-nspire-standard-appeals-corrected-sample-size-chart-gfci-info\/","title":{"rendered":"HUD NSPIRE August Newsletter: NSPIRE STANDARD: Appeals \u2013 Corrected Sample Size Chart \u2013 GFCI Info"},"content":{"rendered":"<h3 class=\"null\" style=\"text-align: center;\"><strong>August Newsletter:<\/strong><\/h3>\n<h4 style=\"text-align: center;\"><strong>Appeals \u2013 Corrected Sample Size Chart \u2013 GFCI Info<\/strong><\/h4>\n<p>August\u2019s Newsletter features a BRAND NEW, just-released by HUD, Technical Review guide to aid you in appealing your REAC score!\u00a0 Additionally, I added a few other updates: the corrected Sample Size Chart and extra GFCI information.<\/p>\n<p><strong><u>New Technical Review Guide<\/u><\/strong><br \/>\nClick here for the printable version in PDF format: <a href=\"https:\/\/www.hud.gov\/sites\/dfiles\/PIH\/documents\/Appeals%20Guidance%20for%20POAs%20and%20PHAs_Draft_update_30JUL24.pdf?utm_medium=email&amp;utm_source=govdelivery\">NSPIRE Technical Review Guidance<\/a><\/p>\n<p>I won\u2019t copy the whole thing here, but the guide outlines what you can appeal and a step-by-step guide on how to submit the appeal in HUD\u2019s SalesForce online system.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"border: 0px; width: 600px; height: 260px; margin: 0px;\" src=\"https:\/\/mcusercontent.com\/09ba5c1c1015b2f3c02e52ae8\/images\/f763da17-7c55-95e0-cf97-74d288c85ee3.png\" width=\"600\" height=\"260\" data-file-id=\"2942657\" \/><\/p>\n<p><strong><u>Corrected Sample Size Chart<\/u><\/strong><\/p>\n<p>2025 update: HUD recently corrected an error in the Federal Register \u2013 this is the CORRECT Sample Size Chart<\/p>\n<p>Feel free to print this one out:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/c4n6.com\/site\/wp-content\/uploads\/2025\/01\/Appeals%202.png\" width=\"595\" height=\"631\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><strong>GFCI\u2019s \u2013 Specifically, \u201cUnprotected outlets within 6 feet of a water source\u201d<\/strong><\/p>\n<p>This deficiency will begin to get scored on October 1<sup>st<\/sup> \u2013 get ready!<\/p>\n<p>See my full Newsletter about this topic here: <a href=\"https:\/\/c4n6.com\/site\/blog-post\/hud-nspire-january-newsletter-nspire-standard-electrical-gfci-or-afci-outlet-or-breaker\/\">January 2024 Newsletter &#8211; All about GFCIs<\/a><\/p>\n<p>There has been A LOT of confusion on the duplex receptacle in laundry rooms that is used for the washing machine &#8211; does it need to be GFCI&#8217;d by HUD&#8217;s NSPIRE Standards?<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"border: 0px; width: 600px; height: 475px; margin: 0px;\" src=\"https:\/\/mcusercontent.com\/09ba5c1c1015b2f3c02e52ae8\/images\/1745e679-f152-5410-1861-da59cf795787.png\" width=\"600\" height=\"475\" data-file-id=\"2942665\" \/><\/p>\n<p>First &#8211; HUD provides an exception that if the outlet receptacle is &#8220;dedicated&#8221; for a major appliance, it does <strong><u>NOT<\/u><\/strong> have to be GFCI&#8217;d &#8211; REGARDLESS OF IT&#8217;S DISTANCE FROM THE WATER SOURCE!<br \/>\n<img loading=\"lazy\" decoding=\"async\" style=\"border: 0px; width: 600px; height: 119px; margin: 0px;\" src=\"https:\/\/mcusercontent.com\/09ba5c1c1015b2f3c02e52ae8\/images\/f1e880cd-09fa-93ee-db94-59e70893da8d.png\" width=\"600\" height=\"119\" data-file-id=\"2942669\" \/><br \/>\nThey did this because most of their housing portfolio is much older than 2014\u2026which is the year Code began requiring GFCI\u2019s in the Laundry Rooms.<\/p>\n<p>Unfortunately, HUD used a crazy term that makes no sense in the electrical industry &#8211; the word &#8220;Dedicated Outlet.&#8221; <strong>There is no such thing as a &#8220;Dedicated Outlet&#8221; <\/strong>and the term &#8220;Dedicated Circuit&#8221; is considered a layman&#8217;s term for Individual Branch Circuit &#8211; which was actually HUD&#8217;s point they were trying to make.<\/p>\n<p>Additionally, HUD was way off the mark when they defined &#8220;Dedicated Outlet&#8221; as:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"border: 0px; width: 600px; height: 21px; margin: 0px;\" src=\"https:\/\/mcusercontent.com\/09ba5c1c1015b2f3c02e52ae8\/images\/e04fc96b-6fc8-b3d9-45e6-cef758771a82.png\" width=\"600\" height=\"21\" data-file-id=\"2942673\" \/><\/p>\n<p>Many inspectors are taking this to mean that the outlet receptacle has to be a SINGLE receptacle and cannot be a DUPLEX! \u00a0<strong>This is incorrect.<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"border: 0px initial; width: 300px; height: 517px; margin: 0px;\" src=\"https:\/\/mcusercontent.com\/09ba5c1c1015b2f3c02e52ae8\/images\/78a14f86-227f-8ab2-e775-13ee2a78d767.png\" width=\"300\" height=\"517\" data-file-id=\"2942677\" \/><br \/>\n<strong>Do <u>NOT<\/u> swap out the duplex receptacle for a single receptacle because you could get hit with a code violation!!!!!\u00a0<\/strong><\/p>\n<p>NEC 406.4(d) states that <strong>if you repair\/replace an outlet receptacle in a location that requires a GFCI\u2026you must UPGRADE that receptacle to a GFCI.<\/strong>\u00a0 You cannot swap a standard receptacle for another standard receptacle.<\/p>\n<p>Ryan Jackson (<a href=\"https:\/\/ryanjacksonelectrical.com\/ryan-jackson-cv\">Ryan&#8217;s CV<\/a>) is a very well-respected expert in the electrical industry.\u00a0 He put up a fantastic video that explains everything I said above.\u00a0 I clipped out 3, 1-minute segments:<br \/>\nSegment #1: <a href=\"https:\/\/www.youtube.com\/clip\/UgkxwKmCL1tpeNHo9hxSVIyq6gQL9ROftbMD\">A duplex receptacle IS permitted on an individual branch circuit<\/a><br \/>\nSegment #2: \u00a0<a href=\"https:\/\/www.youtube.com\/clip\/Ugkxxtaevd-nNzeq-1jNf-TZ-MgkPANTJO5G\">Why you do NOT need a single receptacle and the word &#8220;dedicated&#8221;<\/a><br \/>\nSegment #3: \u00a0<a href=\"https:\/\/www.youtube.com\/clip\/UgkxoaNMaTL-lRoByfpAE8yG5IC0I4TDShRB\">Last bit on &#8220;dedicated&#8221; circuits<\/a><\/p>\n<p>What\u2019s my point?<br \/>\nYou need to make a decision.<br \/>\nChoice #1: Just install the GFCI\u2019s for the washing machines in the laundry room and be done with it.<br \/>\nChoice #2: If installing GFCI\u2019s for the washing machines will be crazy expensive (e.g. Every unit has a laundry room) \u2013 you now have grounds to appeal\u2026as long as they are on individual branch circuits, of course.<br \/>\nTo subscribe to this free monthly newsletter and read newsletters you may have missed, click here: <a href=\"https:\/\/c4n6.com\/site\/hud-pre-reac-inspections\/hud-assist-blog\/\">C4N6 Newsletter Registration and Archive<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>August Newsletter: Appeals \u2013 Corrected Sample Size Chart \u2013 GFCI Info August\u2019s Newsletter features a BRAND NEW, just-released by HUD, Technical Review guide to aid you in appealing your REAC score!\u00a0 Additionally, I added a few other updates: the corrected Sample Size Chart and extra GFCI information.
