Project Based Rental Assistance)<\/li>\n<li>Mod Rehab \u2013 Moderate Rehabilitation programs<\/li>\n<li>CPD \u2013 Community Planning and Development programs (HOME, HTF, HOPWA, ESG, and COC)<\/li>\n<\/ul>\n<p><strong><u>HCV and PBV<\/u><\/strong><br \/>\nRead the full Notice from HUD here:\u00a0<a href=\"https:\/\/public-inspection.federalregister.gov\/2023-21141.pdf\">HCV-PBV &#8211; NSPIRE Compliance Date Extension<\/a><\/p>\n<ul>\n<li>HUD is encouraging PHAs (public housing agencies) to implement NSPIRE as soon as possible, but they understand if additional time is necessary to train staff, communicate with landlords and to allow HUD time to provide additional technical resources to help with the transition.<\/li>\n<li>Some of the resources promised are an Excel spreadsheet for documenting NSPIRE deficiencies (this can also be used for PHA and Multifamily required self-inspections) and a NSPIRE-V app specifically for programs that currently get HQS inspections!<\/li>\n<\/ul>\n<p><strong>To continue using HQS (Housing Quality Standards) until October 1, 2024 \u2013 you\u00a0<u>MUST<\/u>\u00a0do the following:<\/strong><\/p>\n<ol>\n<li>Send an email to\u00a0<a href=\"mailto:NSPIREV_AlternateInspection@hud.gov\">NSPIREV_AlternateInspection@hud.gov<\/a>\u00a0AND a courtesy copy to your local HUD Field Office representative.\n<ol>\n<li>The subject line must read \u201cNotification of Extension of HQS, [enter PHA code]\u201d<\/li>\n<li>The body of the email should include:\n<ol>\n<li>The PHA name<\/li>\n<li>PHA code<\/li>\n<li>A statement that HQS will continue to be used<\/li>\n<li>The date the PHA\u00a0<strong><em><u>tentatively<\/u><\/em><\/strong>\u00a0plans to implement NSPIRE (cannot be later than October 1, 2024)!<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li>If a PHA implements NSPIRE\u00a0<u>after<\/u>\u00a0October 1, 2023 but\u00a0<u>before<\/u>\u00a0October 1, 2024 \u2013 the PHA must notify HUD via email to\u00a0<a href=\"mailto:NSPIREV_AlternateInspection@hud.gov\">NSPIREV_AlternateInspection@hud.gov<\/a>\u00a0with a courtesy copy to the local Field Office representative.\n<ol>\n<li>The email subject line must read, \u201cNotification of Implementation of NSPIRE, [PHA code]\u201d<\/li>\n<li>The body of the email should include the following:\n<ol>\n<li>PHA name<\/li>\n<li>PHA code<\/li>\n<li>A statement that the PHA will be transitioning to NSPIRE<\/li>\n<li>The date the PHA will implement NSPIRE (no later than 10\/1\/2024)<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><strong><u>CPD Programs<\/u><\/strong>\u00a0(Home, HTF, HOPWA, ESG and COC)<br \/>\nRead the full Notice from HUD here:\u00a0<a href=\"https:\/\/public-inspection.federalregister.gov\/2023-20130.pdf\">CPD &#8211; NSPIRE Compliance Date Extension<\/a><\/p>\n<ul>\n<li>HUD is postponing the NSPIRE compliance date for CPD programs until\u00a0<strong>October 1, 2024<\/strong>\u00a0because HUD has not yet published the \u201clists of specific deficiencies for HOME and HTF in the Federal Register\u201d thus HOME Participating jurisdictions and HTF grantees will need additional time to incorporate the list of specific deficiencies into their rehabilitation and ongoing property standards and policies and procedures.<\/li>\n<li>HUD states that HOME and HTF should prepare for the compliance date by updating property standard regulatory citations and requirements in written agreement templates with State recipients, subrecipients, and project owners as required by 24 CFR 92.504(c) and 24 CFR 93.404(c).<\/li>\n<li><strong>IMPORTANT<\/strong>: HOME participating jurisdictions and HTF grantees that implement the changes in the NSPIRE final rule before publication of the subset of deficiencies for HOME and HTF\u00a0<strong>must implement the full set of deficiencies in the NSPIRE Standards in their rehabilitation and ongoing property standards and policies and procedures.\u00a0<\/strong>\u00a0Additionally, they may not implement the changes in the NSPIRE final rule until such rehabilitation and ongoing property standards and policies and procedures are updated consistent with NSPIRE.<\/li>\n<li>HUD also intends to publish guidance on which NSPIRE standards apply to CoC, ESG, and HOPWA programs.<\/li>\n<li>There is nothing in this extension of the compliance date\u00a0<strong><em><u>preventing<\/u><\/em><\/strong>\u00a0CoC, ESG, and HOPWA from using NSPIRE standards beginning Oct 1, 2023.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>To subscribe to this free monthly newsletter and read newsletters you may have missed, click here:\u00a0<a href=\"https:\/\/c4n6.com\/site\/hud-pre-reac-inspections\/hud-assist-blog\/\">C4N6 Newsletter Subscription and Archive<\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>TRAINING ANNOUNCEMENTS \u2018HUD-NSPIRE Demystified: A Deep Dive into the New Inspection Process\u2019 The (8) 1.5-hour series starts tomorrow, September 29th from 10 am \u2013 11:30 am PST Can\u2019t commit to an 8-week course?\u00a0 We have a 2-day training available October 25-26th from 9 am \u2013 4:30 pm PST Register here: HUD-NSPIRE Full Training!
